The accusations were created by two democrats, Charley Rangel, and Fritz Hollings. Those two are both staunch opponents of the Bush administration. Kerry also claims that Bush is going to reinstate the draft (typical scare tactics, just wait for Medi-scare to show up soon) . But everyone from the Bush camp says that the accusation is completely false, and Fox calls it about as likely as an urban legend.
